Commissioner Sikes-Kline relates her
experiences advocating for our city during the legislative session in
Tallahassee. Cities across the state descend on legislators during session:
going to hearings, meeting with committee chairs and representatives and paying
close attention to appropriations. The city of St Augustine may get $350,000
for septic to sewer upgrades in West Augustine, a drop in the bucket.
Over 20 people crammed the office HQ on Old
South Dixie to hear progress on sea level rise actions, water quality issues,
plastic bans and development woes. People were from multiple environmental
groups throughout the county. Commissioner Sikes-Kline was well versed in both
state and city legislation. We learned a lot and are grateful she took the time
to speak to us.
Homestead, Fl children's prison Call to Action
What is Homestead Detention Center? Homestead,
Florida is the site of the largest child detention center in the
country, the ONLY for-profit center, and the only shelter deemed
“temporary”. It was opened in June 2016 to house what HHS calls
unaccompanied alien children (UAC). From June 2016 to April 2017 it
sheltered 8,500 children, then closed. It was reactivated in March 2018
and currently houses more than 2,000 children. HHS now plans to expand
to house up to 3,200 children beginning in mid-April. Children at
Homestead are 13-17 yrs of age. About 75% are male and 25% female.
According to HHS children remain an average of 52 days (although there
are reports of children staying much longer).
What can we do? While media coverage of the Homestead detention facility is growing, there is a need for greater awareness and action.

your representatives at state and local levels. Write letters to local
newspapers. Share on Facebook. Follow the Witness Homestead Facebook
page. Write petitions to close Homestead. Support Senator Merkley’s
Bill 397 “Shut Down Child Prison Camps Act”.

Arming Florida school teachers
Governor DeSantiAns has now signed this bill into law. We now need to show up at the school board meetings. Stay up to date

Expansion drive continues - We need to collect 1 million petitions
across the State by the end of the year to get this issue on the
ballot. Anyone who has ideas about venues for collecting petitions and wants to help out can email andrea.degeorge@gmail.com. Need to Monitor Coverage
A trio of Florida radio stations have announced they will each be
broadcasting two minute snippets of Trump speeches every hour of every
day until the end of the 2020 presidential race, with the first
broadcasts to begin Friday.
Gulf Coast Media Inc., which owns 105.1, WASJ, HANK FM,
103.5 WKNK and Classic Rock 95.9 WRBA in Bay County Florida, announced
the news in a press release Friday morning.
To avoid running afoul of Federal Communications Commission equal time guidelines, Gulf
Coast Media will be required to offer similar airtime to other
presidential candidates if they request it. Company representative Rogatinsky said
the company would be happy to do.

Re: Hourly Trump ads on local radio in Florida
Dear Secretary,
It has come to our attention that three local radio stations in the panhandle of Florida will be airing two
minute speeches by candidate Trump every hour starting 5/17/19. I understand the owner of the
stations, Gulf Coast Media, Inc., has stated “that broadcasting the President’s speeches may not be
consistent with conventional commercial FM radio, but we have taken this approach to show the
community’s sincere appreciation for President Donald Trump’s work in Panama City and Bay County.”
I also understand that, to cover this outrageous misuse of the public airwaves, (that is, “to avoid running
afoul of FCC equal time guidelines), the company will be required to offer similar airtime to other
presidential candidates if they request it.
My questions to you:
1. I know we no longer have the Fairness Doctrine, to the detriment of our civil society at large, but
how will you determine if this is, in fact, being done?
2. Will you have the means to ascertain equity in cost for this candidate and the others?
3. Will you have the means to determine if the broadcasts are at approximately the same time of
day, when listeners are actually tuning in?
I feel this is an egregious abuse of the public airwaves by a partisan company, in a highly partisan
market, to favor a candidate over another. I would respectfully request a response, in writing, to my
questions above. Gulf Coast Media, Inc. has a licensed responsibility to serve its customers, not political
candidates and certainly not in such a propagandized method of running clips from previous speeches over and over all day. This smacks of propaganda and something far worse.
Neighbors, A big corporation trying to bully a small town? Never happens, right?
